マドライ県南西部に位置するKadaneri、Koovalapuram、K.Meenachipuramの3つの調査村において、ため池の水門の開閉を通じて、灌漑水の配分を行っているNeerkattiと呼ばれる指定カースト出身の人々に集中的なヒアリングを行った。溜池灌漑システム劣化の背景には、Neerkatti(水門管理人)が減少ないし不在となる事態があることが判明した。具体的には、従来、共同体的に行われてきたため池上流部の流入水路やため池の下流に位置する配水路の維持管理がおろそかになり、あるいはため池の浚渫作業が滞る中で、ため池にたまる灌漑水の量が目立って減少してきたということ、またNeerkattiによる緻密な灌漑水の配分システムが衰退ないし消滅し、農民が自分勝手に水門を開閉し、無秩序な水配分が常態化する中で、溜池の水の効率的・公平な配分が行われなくなってきたということである。政府は、ため池の物理的改善プロジェクト(土手の強化、水門の近代化、配水路のコンクリート化など)を実施しているが、財政資金の不足によりため池の一部にしかプロジェクトは回らず、またより深刻な問題として、物理的改善が行われた後に組織される水利組合が伝統的な灌漑システムとは別に組織されることによって、制度的な齟齬が生じ、ため池の管理が適切に行われなくなるという事態がある。政府は、伝統的にため池管理を実際に担ってきたNeerkattiを正式の水門管理人として雇用するなどの適切な措置をとる必要がある。
