项目摘要

筆者の研究課題は、イスラエルの非軍事的占領政策が、エルサレムのパレスチナ社会の日常生活にどのような影響を与えているか、およびそのような日常生活のなかでパレスチナ人は占領を生き抜くためにどのような戦術を用いているか(非暴力的抵抗)を明らかにすることである。今年度は、東エルサレムを中心としたパレスチナ/イスラエルでのフィールドワークに重点を置き、以下の項目の調査を行った。(1)東エルサレムでは、パレスチナ人の住居が「違法建設」として破壊されるという問題が起こっている。イスラエルの建設制度や住宅政策を検証することを通して、なぜパレスチナ人が「違法」に住居を建設しなければならない状況に陥るのかを、法的・行政的側面から明らかにした。その上で、パレスチナ人が東エルサレムに住み続けるために、住居建設という分野でどのような戦術を用いているのかを明らかにした。本調査項目の研究成果を、2008年9月にウランバートルで行われた国際学会で口頭発表にて発表を行い、そこでの議論も踏まえて、論文にまとめ、『イスラーム世界研究』第2巻2号で発表した。(2)東エルサレムのパレスチナ人には、ヨルダン川西岸・ガザ地区のパレスチナ人とは異なる法的地位が与えられている。それはイスラエル居住権という地位であり、居住権はイスラエル市民権とは異なり、イスラエル内務省の裁量によって剥奪可能な法的地位である。このような脆弱な法的地位を与えられていることによって引き起こされる東エルサレムのパレスチナ人の日常生活上の諸問題をフィールドワークで明らかにした。本調査項目の研究成果を、(A)(1)の研究成果と合わせて2008年9月にウランバートルで行われた国際学会、(B)2008年11月にクアラルンプールで行われた国際シンポジウム、(C)2008年12月に京都で行われた国際シンポジウムにて発表した。以上のように、本年度は、フィールドワークに重点を置きながら調査を行い、国際学会・国際シンポジウムで積極的に研究成果を海外に発信しながら議論を行い、その成果を日本語および英語でまとめて発表した。
