项目摘要

今年度は、昨年度に取り上げた香川県での県営住宅再編計画を再検討する際に前提とすべきことを明らかにし、今後の再編計画のおり方を展望した。1996年の公営住宅法改正によって施策対象となる世帯は制度的にいっそう限定化されたにもかかわらず、収入要件を満たす世帯は1993年から2003年にかけて全国で100万世帯も増加していた。マクロな需要動向として低所得層は拡大している。その傾向は香川県でも同じであり、廃止の可否は慎重に判断される必要性が示唆された。次にいくつかの指標を設定して都道府県別に公営住宅事情を比較した結果、香川県の特異性として入居率の低さが明らかになった。遅くとも1980年から一貫して低下しており、全国的にみて最低水準に位置している。入居率の低さは香川県において廃止・削減を伴う再編計画が策定された要因とみなされているが、これは必ずしも公営住宅需要の低下を意味するものではない。公募戸数の減少と関連づけて検討される必要がある。今後、公営住宅の削減が顕在化するとすれば、香川県と同様に入居率の低い地域であり、公募戸数の動向に地域差が現れてくると考えられる。香川県では当初の再編計画が大幅に見直されることになった。その過程において明らかになったのは、公営住宅の用途廃止の可否は国が定める耐用年数を基準としていることである。香川県では耐用年数が経過した住棟から順次廃止される方向性にあり、この基準は他地域での廃止対象の選定をも規定する。この基準のあり方が示しているように、昨年度明らかにした問題点が再編計画に生じてしまうのは、計画の策定が「廃止できるストック」の選定に主眼を置いているためである。今後は、再編対象の選定基準として、積極的に「維持すべきストック」を明らかにしていくことが求められる。
