项目摘要

本研究の目的は、障害者自立支援法の施行による重度知的障害者の生活の変化を解明し、障害者の生活を包括した参加促進支援モデルを開発することである。平成20年度は、前年度に完成させた「参加促進支援モデル」の骨子である学位論文(『重度知的障害者の地域生活を支援するためのアクションリサーチ-「参加」を促進する組織的戦略』)の一部を、雑誌論文(『重度知的障害者が求める地域生活支援の視点とは-パーソン・センクード・プランニングにおけるアセスメントの質的分析から』)及び、学会発表(日本社会福祉実践理論学会、日本社会福祉学会、日本質的心理学会)で公表した。これらの査読過程や論文・学会発表では、研究者・実践者から、多くの肯定的な評価を得た。この評価を基に、申請者が開発することを目指す「参加促進支援モデル」は、研究的価値かつ実践的価値の双方において高いものであると確認できた。わけても、本年度における研究の意義は、学術雑誌において、支援者が作成したアセスメントの質的分析から重度知的障害者が求める地域生活支援の内容を明らかにした点にある。その内容とは、重度知的障害者各々の地域での「困難」を踏まえた上で〔生活の楽しみ〕をけじめとした「希望」に焦点を当てたアセスメントに基づいて個別支援を行うことである。このことは、現行の制度・政策、施設福祉で行われている一方向的な障害者に対する能力評価とは異なったケアマネジメントにおけるアセスメントのあり方を提言する点、これまで十分に明らかにされてこなかった意思疎通が困難な重度知的障害者の希望に沿った参加促進支援を具体的に示した点で重要であるため、研究目的に即しか社会的貢献をなしえたといえる。

The purpose of this study is to understand the changes in the lives of severely disabled persons, including participation in and development of support programs, in the implementation of the victim self-reliance support method.
