项目摘要

これまで「攻撃的な戦争」の多くが軍の責任に帰されたのに対し、シビリアンは多くの攻撃的な戦争を引き起こしてきた。軍がシビリアンの推進する好戦的な戦争に反対したケースさえ数多く指摘できる。同様に、リベラリズムの議論は権威主義体制、全体主義体制やミリタリズムの国が攻撃的な戦争を引き起こしがちだと考えてきたが、実は安定したデモクラシーによって数多くの攻撃的な戦争が引き起こされてきたのである。本研究はデモクラシーにおける「シビリアンの戦争」というこれまで見過ごされてきたテーマの研究であり、リアリストの理論では説明できない開戦判断や敵意の説明、安保政策研究者が勝敗にのみ注目してきた戦争の開戦判断に纏わる説明を提供し、リベラリストが分析してこなかったデモクラシー下のシビリアンの戦争の理論化を試みた。事例としてアメリカ、イギリス、イスラエルの先進民主主義国を比較分析することにより、先進民主主義国特有の現代的な問題、軍の反対する「シビリアンの戦争」を指摘し得た。シビリアンの攻撃的な戦争は個別の歴史研究で明らかにされてきたし、人々は同時代の好戦的なシビリアンの存在をみとめてきた。しかし、個別の戦争の説明は特定の指導者の資質や好戦性など属人的な議論に流れがちであった。本研究は構造的な要因を説明し、デモクラシー下のシビリアンが攻撃的な戦争、不必要な戦争を望んだ時には、民主的な制度や理念による戦争の防止は期待できず、対照的な軍の消極性を考えれば、シビリアン・コントロールもまた攻撃的な戦争を防止するための解ではないことを解き明かした。このように、本研究は伝統的政軍関係理論とは異なる政治と軍事の関係の研究分野を切り拓くことができたのである。本研究はわたくしの博士論文として東京大学に提出するため、執筆の最終段階である。

This is the first time that the United States has been involved in the war against terrorism.
