项目摘要

本年度は本研究の主要部分である、チリにおけるコンセルタシオン政権期の非伝統一次産品輸出に基づく持続された経済開放政策が賃金格差に与えている影響に関する家計調査データを用いた実証分析を中心的に行った。その遂行において、現在の世界最先端の研究成果を習得するため、2009年6月22日から11月20日まで、チリの首都サンチャゴにある国連ラテンアメリカ・カリブ経済委員会(Economic Commission for Latin America and the Caribbean、以下略称ECLAC)のInternational Trade and Integration部門においてインターヒとして、同部門の研究プロジェクト"Poverty, Trade Policy and Complementary Policies"に参加し、ECLACのスタッフから貴重かつ的確な指導および、チリ全国を対象とした家計調査データの供与を受けた。この研究の成果は、現在"Trade Policy and Wage Inequality in Chile"というタイトルにて論文として執筆中であり、同論文では、同政権期の持続された経済開放政策を特徴づけるものとして、特恵貿易協定に着目し、その発効の結果適用される実行関税率の減少は、同期間において、平均としては労働者の賃金を増加させ、低学歴労働者の賃金を増加させ、高学歴労働者の賃金を減少させた、という結果が得られた。さらに産業セクターごとの分析を行ったところ、より実行関税率の下がった産業においてより高学歴労働者の技能プレミアムが減少する傾向にある、という結果も得られた。これらから、同政権期のチリにおいて、持続された経済開放政策における特恵貿易協定の発効による実行関税率の減少は、他のラテンアメリカ諸国と異なり、賃金格差を縮小させたことを重要な研究成果として得た。
