项目摘要

地域間格差が拡大する近年において、各地域がどのように競争力をつけていくべきかという問題を中心とし、その源泉となる人的資本の蓄積がどのようになされるのかをマクロ・ミクロの両面から分析することを主たる目的とした。マクロ面では、近年の地方分権化とからめて政府支出の移転によるマクロ経済や地域間格差への影響を分析し、この成果を博士論文としてまとめた。また、地域の競争力指標を試算して、地域における教育や研究の要素がどれほど競争力に貢献しているのかについても分析を行い、成果をあげることができた。ミクロ面では、出身地域による稼得能力の違いについて分析を進めている段階である。当初の計画から若干範囲を広げ、競争力を強化しようとする具体的な地域の取り組み、特に共同受注グループを通じた地域産業の育成に着目し、津山ステンレスネットの事例を取り上げてヒアリング調査やアンケート調査を行い、この結果を研究成果としてまとめている。他に、医療人材とくに看護職員の人的資本蓄積の現状を、潜在看護職員数の推計を通じて行い深刻化していることを成果にまとめて公表している。また、当初計画にあった看護職養成のための教育・訓練の内部収益率の推計は資料不足で予想以上に困難さがあるが、克服しようと努力している段階である。さらに、もう少し計画よりも研究範囲を拡大し、日本の大企業における雇用調整の問題についても研究を進め、雇用調整が非正規雇用の部分で中心に行なわれており、さらに女性の雇用が雇用調整において重要な役割を持つことを明らかにした。これらの成果も論文や報告の形で発表している。
