本研究では,近年,増大傾向にある内水災害に関して,その評価指標の開発,内水災害の危険度評価,想定を超える規模の降雨に対する自助対策の促進方法について検討を行った.評価指標として「交通安全度」,「避難安全度」,「家屋浸水危険度」を定義し,降雨規模と降雨分布の違いによる浸水危険度を評価した.また,自助対策の促進要因,阻害要因を示した.本研究の成果は,今後の内水災害に対する政策立案に寄与するものである.
