前年度の文献研究より得られた知見に基づいて,「行政協力制度」を軸に調査研究に集中的に取り組んだ。その結果,次のような結果を得ることができた。(1)行政協力制度は全国自治体の大半で維持されていることが明らかとなった。多くの地域で自治体機構と地域住民組織との間に「行政協力制度」が形成されつづけ,これまでの両者の伝統的接触面(地域コーポラティズム的接触面)は大きく転換されるに至っていないことが明らかとなった。(2)本研究の主題である市町村合併との関連でいえば,合併・非合併を問わず,行政協力制度が維持される傾向が見受けられたことがいえる。ほとんどの合併協定項目に「行政連絡機構」が盛り込まれ,合併以降も行政連絡機構を維持強化する方策が採られているのである。合併が固着化した伝統的接触面を解体するというよりもむしろ,自治体による地域把握の必要性がより高まり,伝統的接触面維持への選択傾向がもたらされるものと考えられる。(3)合併・非合併の視点に加え,自治体の「パートナーシップ政策」が行政協力制度改革に影響を与えるのではないかという視点から,パートナーシップ政策を進める自治体(ここでは自治基本条例等を制定する自治体に焦点をあてた)に絞って行政協力制度の動向を調査したが,全体として行政協力制度を維持するという意見が多かった。中には合併を契機に自治基本条例等を制定してパートナーシップ実現を企図する自治体が存在するが,その場合でも行政協力制度はそのまま残されているケースが多いことも明らかとなった。(4)地域住民組織側から自治体機構との関係構築をどう認識しているかについても調査したが,実施が年度末であったため現在公表準備中である。(5)研究を通じ,合併自治体における行政協力制度改革とパートナーシップ形成の条件模索が重要課題であるという知見を得たが,十分解明するに至らなかった。今後の研究課題としたい。

In the past year, the literature research has been carried out on the basis of knowledge, and the "administrative cooperation system" has been investigated and studied on the axis. (3)Merger and non-merger perspectives are added, and the impact of the administrative cooperation system reform is discussed. In the case of merger, the basic regulations for autonomy, etc. are formulated, and the administrative cooperation system is established. (4)Regional indigenous organizations, autonomous bodies, and organizations are involved in the construction of relationships. (5)Study on the reform of administrative cooperation system in the context of integration of autonomous bodies and the formation of conditional models. Future research topics.
