冷戦終結後、とりわけ9.11アメリカ同時テロ以降、国境を越えて移動する人やモノ、カネ、情報を対象にした非伝統的安全保障が問題となっている。アジアにおいてもジャマー・イスラミーアや蛇頭、SARSや鳥インフルエンザにいかに対処するのかが大きな課題である。しかしこの非伝統的安全保障の問題は現代に特有なものではなく、1920年代から30年代にアジアの地域秩序を形成していたイギリスや日本にとっても重要な問題であった。本研究は戦間期に上海を中心にアジア各地に張り巡らされていた国際共産主義運動のネットワークを、イギリスを中心とした列強がいかに取り締まろうとしたのかを、旅券管理制度と政治警察の活動、ならびに列強間の情報交換に焦点を当てて明らかにすることを目的とした。本年度は、ワシントンDC、ならびにオーストラリアのキャンベラ、シンガポールで資料調査を行った。ワシントンDCでは国立公文書記録管理局で主に上海工部局警察資料とCIA文書の調査を行った。加えて議会図書館でフィリピン関連史料に関する予備調査も実施した。キャンベラでは国立公文書館で主にオーストラリア外務省、内務省関連資料の予備的調査を行った。今回の調査でオーストラリアが戦間期の共産主義運動に関連する資料をかなり持っていることが判明したことは収穫であった。シンガポールではシンガポール国立大学図書館所蔵の英領マラヤ関連史料の調査を行った。コレラの調査の成果としては、2007年12月にバンコクで開催された国際ワークショップの席上で口頭発表をしたほか、現在、単著としてまとめる準備を行っている。また、今年度からオックスフォード大学の研究プロジェクト"International Identification"のメンバーとして、本研究で得られた成果を英語で広く発信していく予定である。

The problem of non-traditional security is unique to modern times, and the formation of regional order in the 1920s and 1930s is an important problem in Japan. This study focuses on the activities of the political police and the exchange of information among the major powers. Data surveys were conducted during the year to assess the impact of climate change and climate change. The National Bureau of Public Records is responsible for the investigation of police data and CIA documents of the Ministry of Industry of Shanghai. The investigation of the relevant historical materials in the parliamentary library was carried out. The Ministry of Foreign Affairs and the Ministry of Internal Affairs conducted a preliminary survey of relevant data in response to the National Public Library. The investigation of the Communist movement in the past few years has made it clear that A survey of British collar related historical materials held by the National University Library In December 2007, the results of the investigation were announced orally, and now, the preparations are in progress. This year's study was conducted in the University of Chicago. The results of this study were published in English.
