项目摘要

市町村合併の是非を問う住民投票の多くで、その成立要件として、投票率が予め定められた水準(多くの場合50%)を超えなければならないというルールが設けられた。本研究の目的は、この成立要件が有権者の投票行動に与える影響を理論と実験により明らかにすることである。今年度は、前年度の理論研究の成果を「Imposing a Lower Bound on Voter Turnout」と題して9月の日本経済学会秋季大会にて報告した。さらに、理論研究に基づいて実験研究を行い、その成果を論文Yoichi Hizen,"A Referendum Experiment with a Validity Condition on Voter Turnout,"mimeoにまとめた。ディスカッションペーパーにしたのち、学術誌に投稿する予定である。また、平成20年5月の日本選挙学会研究会・方法論部会II「実験と調査の間」にて「投票の成立要件が投票行動に与える影響-実験室実験による検証-」と題して報告することが決まっている。実験研究では、1セッション13人からなる住民投票実験を6セッション実施した。「投票前に見込まれる賛成派と反対派の人数比」と「最低投票率の水準」に応じて、どちらの派の有権者がどのくらい棄権するかを観察した。得られた結果は、各有権者は、多数派であることが見込まれる派に振り分けられた場合には最低投票率の水準にかかわらず投票する一方、少数派であることが見込まれる派に振り分けられた場合には、最低投票率が低ければ投票するが高いと棄権するというものであった。すなわち、最低投票率を高くしすぎると戦略的棄権が生じて不成立になりうることが確認された。
