平成19年度は、1990年代以降の規制改革の考察をとおして、保育サービス提供における民間営利組織の政策的位置づけおよびその背景にある理念について明らかにするために、1990年代以降の規制改革、民間営利組織による保育サービス提供に関連する文献研究・資料研究を進めた。1990年代以降の保育サービスにおける民間営利組織の政策的位置づけおよび政策理念は以下のような特徴をもつ。第1に、1990年代に入り、民間営利組織による保育サービスの提供を肯定的に評価し、保育サービス全体の中に位置づけて、健全育成していくという政策的な方向性がみられるようになったことである。第2に、1990年代後半には、規制改革と結びつくことにより、民間営利組織が認可保育所の運営へ参入するという政策的な方向性がみられるようになったことである。2000年3月には「保育所の設置認可等について」(児発第295号)が通知され、民間営利組織が認可保育所の運営に参入できるようになった。第3に、経済活性化を背景とした民間営利組織に対する政策の推進である。社会福祉分野の規制改革は,社会福祉の理念に基づいて推進されているというよりも、経済活性化の手段として推進されている。つまり、民間の活力を阻む規制・制度や政府の関与を取り除き,民間需要を創造するという基本的理念のもと、社会福祉分野においても規制改革を通じて新規事業の起業と雇用の拡大を図り、経済の活性化を推進されているといえる。
