(平成19年度)平成19年度の当初の研究計画は、(1) 国際英語論・英語の現状と今後の展望、(2) EUのCEF及び教育支援プロラムの研究、そして(3) 韓国第七次教育課程の研究の三大項目を挙げていた。(1)と(3)の研究はほぼ予定通りに遂行できたが、(2)のEUでの実地研究は、公務の関係で実現が不可能だった。以下にその研究成果の概要を述べる。国際英語論・英語の現状と今後の展望に関しては、2007年4 月に21世紀の英語科教育(開隆堂出版)を上梓した。さらに、その中の第一章で16ページを費やして、このテーマに関して詳細に述べた。韓国での実地調査に関しては、2007年9月11日-14日まで韓国の大田、論山、儒城の公立初等学校三校の英語授業を実地調査した。さらに、同年11月26日-28日はソウルの公立初等学校、私立初等学校において英語授業、CBI(Content Based Instruction)導入の英語授業を実地調査した。韓国第七次教育課程に関しては、2007年11月17日JACET東アジア外国語教育研究会において口頭発表した。(発表タイトル : 韓国の初等学校英語教育-第七次教育課程と忠清南道の現状-)さらに2008年2月、鹿児島大学附属小学校において関連する口頭発表をした。さらに、この発表内容を2008年3月、鹿児島大学教育学部研究紀要人文・社会科学編第59巻に論文として発表した。その他の外国語教育政策に関する研究活動として、2007年11月3日-11日までカリフォルニア州教育庁(サクラメント市)における英語教育担当者3名とのインタビューを行った。その後、University of Maryland のNFLC(National Foreign Language Center)へ出向いてCAL(Center for Applied Linguistics : アメリカ応用言語学センターWashington D.C.)、DI(Department of Intelligence)からのスタッフを含むBriefingへ出席した。これは、翌年20年度のアメリカでの研究の布石として先方の担当者の先生方との打ち合わせをも含めるものだった。翌年2008年2月には京都大学での多言語教育の国際シンポジウムにも参加した。その結果、多言語教育に関する様々な意見が存在すること。そし … More て特に大学における多言語教育の重要性が国力に大きく関わっていることを再認識した。(平成20年度)平成20年度の研究計画は、(1) 米国における実地調査、(2) 韓国修学能力検定試験の研究、(3) 日本の外国語教育政策の研究、そして(4) 国際比較における日本の外国語教育改革の研究の四つの研究の柱を中心として当初計画していた。以下にその研究成果の概要を述べる。米国における実地調査に関しては、米国の外国語教育政策研究のために、2008年7月29日-9月8日までUniversity of Marylandにおいて資料収集、文献研究論文執筆を行った。その間、Washington D.Cのアメリカ応用言語学センターにおけるDirector Dr. Donna Christian 氏との2時間ほどのインタビューを実施した外国語教育政策に関する論文、資料も多く収集できた。論文2編を提出して、9月中旬にはJACET大学英語教育学会全国大会(早稲田大学)において前年度に実地調査した「韓国初等学校英語教育」に関する口頭発表を行った。10月14日-10月20日までMinnesota州のSt. Paul市において開催されたイマージョン教育国際学会に出席した。そこでDr. Myrian Mett氏とのインタビューを通してイマージョン教育の諸問題、可能性などを聞き出すことが出来た。さらにイマージョン教育に関して同学会の分科会、全大会において貴重な発表録音、資料の収集ができた。韓国修学能力検定試験の研究に関しては、韓国の研究者より関連資料を入手したさらに、12月5日-7日まで、ソウル大学での韓国応用言語学会に参加した。Dr. Park Mae-ran氏から韓国イマージョン教育の研究開発は大変貴重な情報であった。日本におけるイマージョン教育の可能性、問題点等を研究する必要を痛切に感じた。2月9日-11日まで東京British Councilでの資料、文献収集, さらに静岡の加藤学園のイマージョン教育、Bilingual Educationの授業を視察した。ミネソタ州でのイマージョン教育国際学会でお会いしたDr. Bostwic氏との再会を通じて加藤学園のイマージョン教育を話し合えたことは今後の研究への大きな一歩だった。上記のような積極的な活動を通して、二年目の研究を終えることが出来た。概ね当初の計画を遂行できたものの、EUの外国語教育政策, CEFRを含めてまだまだ取り残した部分は少なくないので新たに科研費の申請を行った。 Less
