项目摘要

1999年にはじまったヨーロッパ共通庇護制度は、10年の歳月を経て出発点となる第一段階の諸規則を作り上げるにいたっている。しかし、それは、最低限の共通基準として決して評価の高いものではなく、また、さらなる調和化が求められている。他方で、そのような庇護政策や難民法の共通化により、市民社会においてもネットワーク化が進んでいる。アジア諸国に関しては、難民法および庇護政策に関してヨーロッパ諸国よりいっそうの相違が見られるが、韓国および日本に関しては似た状況もあり、その点から両国間においての市民レベルでの交流を進めていくことはアジアにおける難民問題を共通に考えていく基盤をつくるために有用であると考えられる。EUの庇護政策および難民法の影響という点では、間接的には庇護手続などの点で参考にされている点がある。
