The Study on Medical-Care Service Supply under Global Budget System

在本研究中，我们分析了预付费制度的引入对医疗总费用的影响。这项措施对降低总医疗费用的影响较小。因此，我们提出了竞争和更新的单价决策方法，并发现竞争可能会将单价降低到单位成本，并增加对疾病的社会治疗量。在医院门诊与住院功能分配的基础上，指出在免费准入和现行门诊按成本付费、住院按预期付费的报销制度下，医疗服务呈现出高门诊低住院的趋势。

On this research, we analysis the effect of the introduction of prospective payment on total medical cost. The introduction had a smaller effect on total medical cost reduction. Therefore we propose the competition and the newer unit price decision method, and found out that the competition might be reduced the unit price to the unit cost, and be increased the amount of social treatment for a disease. Under the hospital's functional allocation between an outpatient and an inpatient, we point out that medical services are induced be supplied highly for outpatient and lowly for inpatient under the free-access and the current reimbursement system which has employed cost based payment for the outpatient and prospective for the inpatient.
