Judicial reform has been promoted with special emphasis on the "public point of view" after the 1990s. Expansion of the legal population and measures for dealing with the shortage of legal services/attorneys have had some effects on the Tohoku region, however, there are still large legal needs and the problem of uneven distribution of attorneys has not been solved. It is becoming easier for the public to use legal services by taking notice of the "public point of view", but, on the other hand, the quantity of legal service is restricted mainly due to the shortage of attorneys in the region, limited budget for legal aid and inactive engagement of judicial scriveners in the court-related works. At present, legal service in Tohoku region is developing in its quantity as well as quality, so it is not yet to inquire into the state of "legalization".

20世纪90年代以后，司法改革的推进特别强调“公众观点”。法律人口的扩大和解决法律服务/律师短缺的措施对东北地区产生了一些影响，但仍然存在大量的法律需求，律师分布不均的问题尚未得到解决。通过注意“公众观点”，公众使用法律服务变得越来越容易，但另一方面，法律服务的质量受到限制，主要是因为该地区律师短缺，法律援助预算有限，以及司法书记员不积极参与与法院有关的工作。目前，东北地区的法律服务无论是在数量上还是在质量上都在发展，尚未达到法制化的状态。
