2008年度は「地域の活力向上のための地域経済政策のあり方」の一環として、「公務員制度のあり方」の成果を論文掲載させ、新たなテーマである」コンパクト・シティの効率性」に関連する論文執筆及び報告を行ってきた。前者の成果は既にパブリッシュされ、以下のジャーナルに掲載された。(1) 「地方公務員給与水準決定に関する統計分析」経済政策ジャーナル5-2, 83-86. (長嶋佐央里氏と共著) [査読付論文」また、関連論文として、以下の2点を成果としてパブリッシュした(2) 「地域間経済格差」上村敏之・田中宏樹編著r検証格差拡大社会』日本経済新聞出版社. 第7章所収.「査読なし」(3) 「地域間格差と地域再生」改革者2008年12月号. 32-35. 「査読なし」これらの研究成果(1)では、地方公務員に生産性の高い人材が集中することで、地域経済の生産性を高めるに至らず、地域経済が停滞していると結論づけている。そうしたことから、地域経済の生産性向上のための一つの手段として、地方公務員制度改革の方向性として、給与水準を地域で上がる税収と連動する成果主義の導入を提案した。また、(2)、(3) では、地域間所得格差について言及をしており、格差の方向としては、拡大傾向を示しているものの、その水準は時系列的にも国際的にも、決して高いものではないことを指摘している。それにも関わらず、格差拡大が話題となるのは政治的な要因と地域の生産性の格差が拡大している点にあると結論づけている。後者の成果としては、日本経済政策学会、日本財政学会、地方財政研究会等で成果報告をし、査読付ジャーナルへの投稿を行ったところである。
