上記課題研究は、平成19〜20年度にかけての二カ年の期間に行われたものである.研究初年度にあたる平成19年度には、アクセシビリティ指標に関する海外の先行論文(約150本)からアクセシビリティ指標に関する最新の動向を把握した.以上の結果に基づき、さらに我が国の経済社会状況を勘案し、今後は我が国における医療施設(医療サービス)へのアクセシビリティを重視した評価指標の構築に焦点を絞り、アクセシビリティ指標の構築を行った.先行論文でも医療施設へのアクセシビリティを扱ったものは幾つか見られたが、我が国の医療行政は他の国とは大きく異なること、逼迫した財政状況や高齢社会の進展といった社会状況の中で現在積極的に医療制度改革が行われていることなどを考えると、優先的に検討・評価すべきテーマの一つであると考えている(なお、これによって得られた指標は、他の分野のアクセシビリティを計測する上でも非常に有用であると考えている).これを受けて研究最終年度にあたる平成20年度には、医療施設へのアクセシビリティを重視した評価指標を構築した.具体的には、医療機関の地理的位置を世界測地系(WGS84)で示した上で、総務省統計局によって算出されている人口重心位置との距離を医療サービスへのアクセシビリティを示す一指標として導入した.また、社会的入院日数を被説明変数、医療サービスへのアクセシビリティ(各都道府県関係局から収集した救急搬送時間等その他のアクセシビリティ指標も勘案)やバリアフリー対応住宅の割合等で代理される「地域の定住性」などを説明変数としたモデルを構築し、その関係性について検証している.
