近年地震やハリケーン等の自然災害やテロ等の発生時においても一定の水準での事業を継続し企業の競争力を確保するための事業継続計画を策定する企業が増加している。既に国際的な企業がサプライチェインを世界レベルで構築する中で、国際物流を支える国際港湾においても物流サービスの途絶の防止ないしはその影響の緩和策が求められている。本研究では、大規模地震発生時の企業サプライチェインへの影響の定量的評価、過去の大規模地震発生時の国際物流に関連する荷主が直面した問題点、同じく大規模地震発生時の国際港湾の対応に関するケーススタディを実施した。これらによる分析から、国際港湾の事業継続マネジメントの必要性を定量的に確認するとともに、被災を受ける港湾、代替輸送を提供する港湾、ならびにそれらの調整を行う主体に分け、非常事態発生後の時系列的な観点からこれらの主体が取るべき対応について提案を行った。

In recent years, the occurrence of natural disasters such as earthquakes and earthquakes has increased the competitiveness of enterprises to a certain extent, and the development of business plans has increased. International enterprises are engaged in the construction of international logistics services, international logistics support, international port logistics services, and mitigation measures to prevent adverse effects. This study aims to quantitatively evaluate the impact of large-scale earthquake on enterprise logistics, and to identify the problems associated with international logistics during large-scale earthquake occurrence. The analysis of the necessity of the international harbor business development and management, quantitative identification, disaster response, replacement of the harbor transportation, adjustment of the main body, analysis of the time series after the occurrence of the emergency, and proposal of the main body.
