本研究は、日本における条件不利地域漁業の実態から問題構造を分析し、当該漁業の今後の発展方向とそれを実現するための政策課題・施策手法について明らかにすることを目的としている。なお、本研究で対象とする条件不利地域漁業は、離島漁業(流通条件不利・労働力条件不利)、内水面漁業(自然条件不利・市場条件不利)、干潟漁業(自然条件不利)の3つである。これらの漁業は、条件不利が起因となり、漁業者の高齢化と減少といった漁業生産力が減退しており、自然を資源化する機能が脆弱化していることを明らかにした。また、これらの漁業は、地域社会・地域経済との結びつきが強いため、漁業衰退がそのまま地域社会・経済の衰退に結びついていることを明らかにし、それへの政策対応とその課題について検討した。

This study aims to analyze the structure of fishery status problems in Japan's disadvantaged areas, and to identify policy issues and strategies for future development of the fishery. This study focuses on three aspects: unfavorable regional fishery conditions, outlying island fishery (unfavorable circulation conditions and unfavorable labor conditions), inland surface fishery (unfavorable natural conditions and unfavorable market conditions), and dry fishery (unfavorable natural conditions). The reasons for the decline in fishery productivity and the vulnerability of natural resources are clear.
