本年度の上半期は、アメリカ合衆国・ニューヨーク大学での在外研究を行い、アメリカ政治学会での報告に向けての準備を行った(論文は、加藤淳子東京大学大学院法学政治学研究科教授との共著)。筆者はこれまで、日本における国会議員の政党間移動、ならびに政党システムを研究対象としてきた。だが、それは主として2009年8月総選挙までの衆議院議員の移動に対象を絞ったものであったため、同時期の参議院議員の移動にも注意を向ける必要があった。1990年代以降の日本においては、いわゆる「ねじれ国会」の出現により、参議院の重要性が増したことは周知の事実であったからである。そこで、当該報告論文においては、政党間移動にも適用可能な政党連合理論の政権追求モデルを用いて、参議院における政党間移動を分析した。一般に、政権追求モデルの下では、過半数の閾値に近い議席数の政党は移動議員を惹きつけやすい。実際に衆議院では、過半数割れした自民党が、移動議員の受け入れによって過半数を回復するケースが見られる。しかし同時期の参議院では、自民党は移動議員を十分に迎え入れることができず、過半数を回復できなかった。このような差が生じたのは、過大規模の連立政権の樹立に要因があるのではないかと考え、時期を区分してこの仮説を検証した。これにより、一院のみを分析対象としてきた従来の分析から一歩進み、連合理論を用いた政党間移動の研究がより重層的なものとしてとらえられるようになった。当該論文は、事前の審査を通過し、報告を予定していたアメリカ政治学会が、ハリケーンのために中止となったことから、代替的に当該学会が推奨するウェブサイトにアップロードして公開している。また、2012年初夏頃から、国会議員の政党間移動が再度活発に観察されることとなった。筆者はこれまで、1990年以降2009年までの政党間移動のデータを網羅的に収集してきたため、その上書きを行った。
