项目摘要

本研究では，店舗の閉店に伴い食料品の買い物が困難になる人々が増加するフードデザート(以下，FDs)問題の発生抑制を目的とする．本年度は，主に，1) 確率的効用理論に基づく，消費者感覚を反映した買い物環境の定量化，2) FDs発生の高リスク地域の抽出，を課題として取り組んだ．課題①については，地域における食料品店の規模や住民の居住する地区との距離を指標として，任意地点・時点における地域の店舗の充足度を評価するモデルの構築を行った．住民の限界効用の低減性を一定程度反映した評価が可能であること，また，地区の店舗の充足度の評価値各時点における安定度や，各食料品店について地域全体の店舗の充足度向上への寄与の度合い（店舗重要度）を定量指標として同一の枠組みの中で評価できることを示した．また，上記の手法を実地域に適用した分析では，店舗の充足度が低い地域においてはFDs問題の被害者となりやすい高齢者の居住が相対的に多いこと，そのような地域では地域の店舗数も減少傾向にあり，小さな店舗の立地であっても，地域の商業環境に対する重要度が高いことなどを明らかにした．また，上述の複数の指標の組み合わせにより，商業環境が現状特定の1店舗に依存するう地区の特定や，地域において最も立地の重要度の高い店舗が閉店した時に，各地区にもたらす影響の相対的な大小の把握を可能にした．課題②については，現行のFDs問題に対する対策の整理を行うため，地方公共団体買い物弱者支援関連制度一覧（経済産業省，平成23～26年版）」のデータを収集し，全国の市区町村における代替手段の有無の整理とその類型化を行った．今後は，前者の直接的に住民にサービス提供を行う施策のうち，その実施範囲等が空間的に表現可能なものに関しては，上記の課題①の結果と重ね合わせから，商業環境の悪化可能性が高く、かつ施策が未実施である地域の抽出を行っていく．

In addition, the combination of the above-mentioned multiple indicators, the business environment, the status quo, the specific store, the specific region, the most important location, the high store, the closing time, the impact of each region, the corresponding size of the grasp.
