規範的経済学の情報的基礎を、厚生主義的な情報的基礎の批判的な考察を踏まえて拡大して、伝統的研究の拡張を図るとともに、情報的拡張の学説史的な背景と、その哲学的な意義を明らかにすることこそ、この研究計画の課題である。現代の規範的経済学は厚生経済学と社会的選択の理論という２つの翼を持つだけに、この研究課題も厚生経済学のサブ・プロジェクトと、社会的選択の理論のサブ・プロジェクトから構成される。2018年度は、両サブ・プロジェクトを横断的に見て規範的な経済学が経済政策の構想と実装にもたらすメッセージと、経済政策の実践過程から規範的経済学が新たな展開を試みるべき重要なメッセージを複眼的に眺めて、規範的経済学と経済政策論のインターフェイスを充実させる試みを総括する著書を執筆すること、社会的選択の分野で数年にわたり研究の障壁となってきた難問を克服して、３つの研究論文を大きく前進させることを試みた。これらの論文の主題は、（１）数学者ドジソン（ルイス・キャロル）が提案した Method of Marks が持つ性能を精密に解明すること、（２）単純多数決ルールの性能の解明に貢献したコンドルセの研究と、有権者の候補者に対して表明する選好順序の全体像を社会的選択に反映させるルールを提唱したボルダの研究の間には、ペアごとの比較に基づくコンドルセ・ルールと、投票者のランキングに占める候補者のポジションを重視するボルダ・ルールとの鋭い対比が潜んでいる。本研究ではボルダ・ルールを代表例とするポジショナル・ルールが持つ性能を特徴つけることを試みる。（３）コンドルセとボルダの同時代人のピエール・ダヌーはコンドルセとボルダの２つのルールの対立を止揚する試みをしたが、我々はダヌーの投票ルールを正確に表現してその公理化を遂行することを試みた。これらの貢献を完成することが、2019年度の研究の大きな焦点である。
