项目摘要

本研究は、国際関係における政治主体の統合と分離のダイナミズムを、マルチエージェントモデルを用い、実証分析を通じ、現代における伝統的・非伝統的な国際紛争の本質を明らかにしようとするものである。現代国際紛争の発生と収束を、無政府（アナーキー）な状況における多主体間相互作用から（１）秩序が流動化し（統合→分離）、（２）さらに再組織化（分離→統合）過程としてとらえる。多主体間相互関係の分析に適したマルチエージェントモデルを用い実証分析を行い、紛争の特徴を析出し、仮想空間における実験により、政策的インプリケーションを導こうとするものである。統合から分離に向かう過程：政策決定過程や政党政治系における討論過程、戦争についての世論形成過程を中心に研究を進めた。政策決定者間討議の一般モデルを用い、日本の終戦決定過程に分析し、さらに反実仮想実験により歴史的事例の構造を明らかにした。議員間討議については、各国議会を具体的事例としその統合および分離過程を分析した。世論形成過程については、世論が政府を支持し統合されている状況からの流動化をとらえる一般モデルを構築し、米国の世論過程に適用可能であることを示した。分離から統合に向かう過程：アジア・アフリカ各国の紛争を事例とし研究を進めた。アフガニスタンやコンゴ等について、国家や国内集団の分裂・再統合に着目し、空間データ等、実証データを収集・検討しモデルに基づく分析を行った。分析は、紛争や暴力状況についての政策的含意を示している。マルチエージェントモデル技法の展開を検討し、国際関係論・社会科学における研究と教育の問題点と方向性を示した。実証的モデル分析を順調に進めるため、操作性や可視化要素を中心にシミュレータの改良を行った。社会科学のための汎用マルチエージェントシミュレータの機能向上となっており、マルチエージェントモデル技法全体の進展となっている。
