「国際社会の平和と安全」に資する国際平和協力業務や国際緊急援助活動には、対象国の社会基盤の脆弱性に伴うリスクや、遠く離れた地の異文化の中での活動等という課題があり、要員個々に様々な困難を伴うと言われている。本研究の目的は、国際平和協力活動の一端を担う医療要員が経験する困難や不安を明らかにして構造化し、対策となるサポートプログラムを開発することである。まず、これまでの国際活動における医療要員の役割を分析しつつ、実践データを帰納的に分析した。「国際活動の災害図上訓練において成果を高めるファシリテーターの要素」「国際母子保健活動における公衆衛生学的アプローチ」「国際支援における多職種連携チームのリスクマネジメント」「国際医療活動における異文化コミュニケーションの課題」等、多角的な視点をもって困難を抽出した。次に、「看護・保健領域における『人間の安全保障』の概念分析」として関連文献をレビューし、Rogersの概念分析アプローチ法を参考に概念を構成した。「人間の安全保障」が唱えられてまだ歴史は浅く、その概念は看護・保健領域においても十分確立され周知されているとは言い難い。この分析では、今後の活動のアセスメントに活用可能な尺度開発の資を得ることができた。本年度の研究では、今後の大規模な調査の基礎となる資料を得ることができた。国際社会に貢献する要員の安全と安心を確保し維持することの重要性が改めて浮き彫りとなった。
