新型コロナウイルス感染症は拡大と減衰を繰り返しながら、発生から3年が経過した。このような状況の中でも、日本は豪雨や地震等の災害発生を繰り返し経験している。中でも甚大な被害を伴う大規模な災害において、医療支援者は人的資源・医療資源の不足だけではない困難な状況下に置かれる。そして災害という日常とは異なる悪条件下では公平性や公正さの判断に関連した倫理的ジレンマを経験する。このジレンマに対し予測不十分で対応が遅れると、被災者ばかりか医療支援者も健康危機に陥る可能性がある。本研究の目的は、災害という特殊な状況下であってもその状況に応じた適切な看護を提供すべく、現場で発生している看護上の倫理的課題を明らかにし、その課題に対応できる能力を備えた人材育成のための教育プログラムを開発することである。2019年度に国内外の文献レビューを終え、2020年度から災害支援活動のあるインタビュー調査を開始した。対象者となる看護実践家は新型コロナウイルス感染症患者への対応のため、調査が滞った時期があったが、一部オンラインを含むインタビュー調査を行うことで再開することが可能となった。2021年度までで5件のインタビューを終え、研究の全体像を概観してインタビュー内容をさらに精選した。2022年度はさらに9名のインタビュー調査を終えて分析を進めているところである。当初の研究計画の予定にある対象者30名の調査に向けて2023年度もインタビューによるデータ収集を進めるための調整を終えた。また、災害避難所における被災者への支援に関する調査も2021年度から取り組んでいるが、特に地域で住み社会生活を送っているがん患者が避難所で健康レベルを維持するための支援方略についても究明中である。
