项目摘要

①品川弥二郎や平田東助らドイツ留学経験に大きく規定された「ドイツ学派」官僚と、自由民権運動を率いた在野の元官僚や言論人とのあいだにおける地方社会観を再検討するため、その共通点と相違点の再整理に努めた。本年度は『東京横浜毎日新聞』『郵便報知新聞』『東京経済雑誌』など、民権派知識人が主筆を務めた新聞・雑誌の論説、および「品川弥二郎文書」（国会図書館憲政資料室所蔵）所収の建言書・探査書類・日記などを検討した。②「ドイツ学派」官僚は自治党運動やその後の国会対策において「実業」勢力の掌握に期待をかけていく。当該期の実業団体の組織・行動原理を理解するため、本年度は第一に渋沢栄一や益田孝ら自治党運動への参与者が率いた東京商業会議所、第二に他の同業者団体に先駆けて利益団体としての機能をそなえていく東京医会という、首都を拠点とする2つの団体の動向を、1890年代の動向と都市政治・全国政治東京商業会議所の決議録や建言書、東京医会および大日本医会の機関誌や決議録などを通じて検討した。③「ドイツ学派」官僚が情熱を注いだ主要な取り組みのひとつは、言うまでもなく明治地方自治体制の整備であったが、体制の整備およびその後の運用過程からは、彼らの地方社会に対するアプローチ、および中央-地方、都市-農村、富裕層-貧民層といった基底的な社会の編成のされ方に対する彼らの認識（とその変遷）が窺える。したがって本年度は、地方自治制定に深く関わった中山寛六郎や大森鍾一の旧蔵文書（市政専門図書館所蔵）を調査するとともに、井上友一・安井英二ら社会政策・地方自治政策を主導した内務官僚の社会観・政治観を、中央報徳会の機関紙である『斯民』所収の記事・論説、「松井茂関係文書」（国会図書館憲政資料室所蔵）所収の書簡などを通じて抽出することに努めた。
