项目摘要

首都かつ大都市であるという特殊な〈地方〉東京へ地方自治制度が導入され、同地の政治秩序が輪郭を得る過程を考察するため、以下の作業を行った。第一に、市街不燃化・改造政策の進展過程の検討を通じた、当該期の東京府庁と府庁―中央省庁関係の分析である。東京府の場合、府の課題は時に国家的課題でもあるから、中央―地方の境界は他府県以上に一定しない。大蔵省による火災保険取調を契機に、東京府の市街不燃化・改造政策が進展し、同時に府庁の役割限定が進む過程を、東京都公文書館所蔵の東京府文書、国立公文書館や憲政資料室など所蔵の関連文書などを通じて検討した。成果は執筆中である。第二に、町・区といった下部単位において住民結合が生まれる契機とその機能の検討であり、2つの視角から接近を試みた。ひとつは、区単位の住民結合が生成する過程を、組織化を進める医師集団と有力住民の関係から考察することで、近世期の人名録、東京府文書、医師・衛生関係団体の機関紙などを収集し、成果は国内学会において口頭報告した。いまひとつは、区単位の住民結合と町単位の住民結合の異同や重心の変化を論じることで、各種住民団体の沿革誌や調査報告を収集し、成果は国外学会において口頭報告した。第三に、初期東京府会における指導者の交代過程の検討である。初代東京府会議長の福地源一郎が、明確な破綻は見せない一方で、自由民権運動の旗手である沼間守一に府会指導者としての地位を譲っていく過程を、「官」たる東京府庁と、議事機関外の「民」たる東京商法会議所の間で福地が試みた位置取りを検討することで描く計画である。府会議事録、各種メディアの論説、関係者の書簡などを収集し、成果は学会において口頭報告した。
