项目摘要

東日本大震災の甚大な津波被災地の最北部にあたる岩手県野田村において、2011年夏より毎年、現地に近い八戸高専と、東京都立大学・工学院大学・京都大学のメンバーを中心に地域の復興支援を目的とする学生シャレットワークショップ（CWS）の実施を続けてきた。継続的な地域との関わりの中で、復興段階や折々の状況に合わせ、ワークショップの形式やテーマを見直してきた。その間にも2016年および2019年の台風による同地域の被災や、2015年ネパール・ゴルカ地震の山間被災地との関わりを持ち、大都市遠隔地で、度重なる自然災害や人口流出からの復興に共通する課題に向き合ってくることができた。野田村CWSの継続を通して、学生たちによる復興地域づくりの提案や研究のストックを積み重ねてきた。各研究室は、野田村職員、商工会青年部、農業者、漁業者ほか住民の方々との交流と信頼関係を醸成し、野田村CWS以外にも、村の復興関係事業に協力する機会も増えた。2020～2022年度の3年間はCOVID-19禍で野田村CWSの現地合宿は実施できず、各地の大学等研究室メンバーはオンラインミーティングをもちながら、各々で野田村の震災復興に係る研究活動を継続してきた。2022年度、八戸高専の研究室では、野田村で被災写真返却活動を続ける市民活動グループに参加して、その活動についてのアクションリサーチを実施し、さらにこれまでの野田村CWS2011～2021の成果についての整理と分析を行った。工学院の学生メンバーは、野田村住民のICTを活用した情報の取得に関して研究を行った。2022年度末にはようやくコロナ禍が沈静化してきたなか、野田村で対面での成果報告会を実施し、本研究チーム各大学からのメンバーが野田村を訪問し、村長以下村役場職員および野田村CWSに協力いただいてきた村民の方々にこれまでの成果を報告することができた。
