项目摘要

我が国では、少子・高齢化の進展、地域コミュニティの空洞化、行政によるサービス供給の限界といった中で、多様なセクターが協力しつつ、地域社会のサービス供給や課題の解決を図っていく必要が高まっている。一方、イギリスの現労働党による「第三の道」は、原型たるNPMから、市場経済や市民社会との相互作用によって最適な問題解決を図ろうとするモデルとして位置づけられ、地域戦略パートナーシップの設立、行政-NPOの協働枠組としてのコンパクトの策定等、パートナーシップ組織の活動および評価、NPOをパートナーシップ組織に参加させるためのしくみなど、きわめて斬新的、実験的な試みが行われている。そこで、、日英のパートナーシップスキームと参加構造を比較研究し、我が国のパートナーシップ政策へのインプリケーションを探った。そこでは、イギリスのアソシエーション型と日本のコミュニティ型といった地域アクターの違い、日本のインフォーマルな合意形成といった柔構造が見られる一方、コミュニティ・ガバナンスの制度化の遅れ、議員の役割の脆弱性、断片的な縦割りの事業展開、といった課題が明らかとなった。
