In this research, we investigated the framework of collaboration between local governments and NPOs. In addition, evaluation of its performance was reviewed.In the process of the research, we held several meetings and had discussions with guest speakers, many of them are managers of the advanced local governments in Japan.In addition, we had several interviews mainly to the staff of local governments in the UK and USA. In the UK, the Local Compact (which is the agreement between local government and NPOs) and Local Strategic Partnerships (which is the new framework of partnership in the community) were investigated.In the USA, evaluation system of the CDBG (Community Development Block Grant) was investigated. CDBG is one of the largest subsidies that NPOs get from the Central Government.After reviewed those analysis, we showed new frame of collaboration between local governments and NPOs, and evaluation system of the local government towards the collaboration scheme.

在本研究中，我们调查了地方政府与NPO之间的合作框架。在研究的过程中，我们召开了几次会议，并与许多日本先进地方政府的管理者进行了讨论，此外，我们还对英国和美国的地方政府工作人员进行了几次访谈。在英国，考察了地方政府与非营利组织签订的地方契约（Local Compact）和地方战略伙伴关系（Local Strategic Partnerships），在美国考察了社区发展整体资助（Community Development Block Grant，CDBG）的评价体系。CDBG是非营利组织从中央政府获得的最大的补贴之一，在回顾这些分析的基础上，我们提出了地方政府与非营利组织合作的新框架，以及地方政府对合作方案的评估体系。
