项目摘要

採用年度2年目において本研究では、前年度までの成果を博士学位論文(平成21年度北海道大学大塚賞受賞)にまとめた。宮城県大崎市田尻町、ならびに以前から進めていた北海道江別市野幌集落での実地調査(地域住民への聞き取り調査、行政への聞き取り調査)を中心としながら当該地域で展開される自然-人間関係を分析し考察した。とりわけ、地域社会において「自然保護」に関する上からの変化が持ち込まれた際の自然保護・環境保全政策と地域住民との関係について、主体形成や正当性/正統性の問題を軸に論じた。本研究の背景には、環境社会学における「地元」論、「よそ者」論、その両者をつなぐ論理の可能性として環境社会学における「主体形成」論が挙げられる。本研究は、今日ではいわゆる「公共空間」として周知されている自然環境を生活者の視点から描写し直すことからはじめ、事例研究から次のような点を導いた。(1)環境保全政策が外から持ち込まれたとき、住民はその変化に必ずしも従順になるのではなく、上からの政策を、自らの生活に即した形で主体的に読み替え、それによって結果的に環境保全政策の担い手になりうる。(2)行政の意図と住民の意図とがずれていること多いが、それを認めた上での協働が成り立っている場合、生活に即した住民の主張や行為が、環境保全政策の中で正当性/正統性をもちうる。(3)地域住民がそのように主体性を発揮し、かつ正当性/正統性を担保することに成功する背景には、住民たちのその土地への領有意識がある。逆に言えば、領有意識が間接的に正当性/正統性の根拠になっているのである。(4)今日の環境保全政策においては、地域住民の行為が各アクター間のバランスを保つ「装置」として働くことによって、多様なアクターの多様なかかわりが共存する可能性が生まれる。
