项目摘要

本研究では、移動制約者に対するモビリティの確保を目的とした住民主体型交通施策の普及を目指して、以下の三点に関して分析した。(1)住民主体型交通施策を実施できる地域の特徴と個人特性の把握・本研究では、バス運営への住民参加を題材として取り上げ、SC概念を用いて、住民のバス運営への参加意識を高める要因を分析した。・この結果、バスの負担金の支払意識、運営ボランティアへの協力・賛成意識にソーシャル・キャピタルが影響を与えていることが明らかになった。特に、認知的ソーシャル・キャピタルはバス運営への参加意識に最も大きな影響を与えていた。また、近所づきあいなどの地域内のネットワークに関する構造的ソーシャル・キャピタルも意識に影響を与えていた。・ソーシャル・キャピタル以外の地域の特徴に関しては、高齢者の割合が多い地域の方が、バス運営への住民参加に賛成する人が多かった。一方で、公共交通の利便性とバス運営の参加意識には、関係性が見られなかった。(3)ソーシャル・キャピタルの醸成方法の検討・ソーシャル.キャピタルを醸成する一つの方法として、専門家が地域に関わり住民主体型交通計画を作成し、試験運行を実施した。取組みの結果、住民の意識が変容し、地域内のネットワークが活性化が見られた。・住民主体型バスを成立するには、(1)先進事例の紹介、(2)議論の場の支援、(3)調査の支援、(4)運行実験に対する支援、(5)バス交通の実現に向けた体制づくりが必要であるといえる。
