これまで、選挙制度改革の議員や政党に対する影響を検討している研究では、選挙制度と議員・政党に関する分析枠組みとそれに基づく体系的な実証研究が不足しており、選挙制度改革の評価も分かれている。これに対して、本研究は自民党議員を取り巻く環境、議員の認識と行動、政党組織を選挙制度改革前後で比較し、選挙制度改革の効果を網羅的に検証するものである。研究実施計画(平成21年度)では、前年度の資料収集およびレビューに基づいて、政党組織に関する論文を執筆することであった。具体的には、結党以来の自民党の党改革を4つの期間に分けて分析し、論文を執筆する予定であった。しかし、資料収集やレビューの不足もあり、リクルート事件以降の政治改革の過程と選挙制度改革後の党改革を比較した。分析では、選挙制度改革という制度変化だけでは広範な組織変化が発生しなかったことを明らかにした。また、組織変化の方向性を探る上でも、制度条件だけでなく、議員が並立制を受容し、(1)議員-政党間の目標の共有部分が拡大したこと、(2)選挙での敗北と世代交代などによって、小選挙区制に見合った政党組織改革(公募制度の導入、シンクタンクの創設、メディア対策)が進展していることを指摘した。前年度までの分析を含め、選挙制度改革は議員の認識や行動、政党組織改革に影響を及ぼし、自民党の集権化を促す要因となっていること、またその持続性を支持する結果が出ていることを明らかにした。
