平成21年4月に九州大学にて開催された、法制史学会第61回総会に参加し、多数の同分野の研究者との交流を行った。6月、法史学研究会にて、「井上毅と参事院」と題された報告を行った。本報告は、同分野においてこれまで研究の薄かった、フランスの制度趣旨と「参事院章程」に現れた制度趣旨との比較検討をメインテーマとしたものである。同6月、日本近代法制史研究会にて、「元老院会議における参事院議官の活動と、公布後の法運用の実態」と題された報告を行った。本報告により、参事院というシステムをキーワードに、法の形成(主に立法作業)から、公布後の大審院による法運用までを一度に概観するという、法制史的観点に則った研究のスタイルが確固としたものとなった。従来の、官僚主導の立法と、それに対する自由民権派の反発・対立という認識にとらわれず、むしろその認識を刷新するためにも、このような観点は不可欠である。11月、明治維新史学会秋期大会にて、「井上毅と参事院」と題された報告を行った。本学会報告においては、井上毅が参与した請願規則布告案を具体的な例として掲げ、研究主題により近い、井上を筆頭とする参事院議官の活動実態の検証という点に重きを置くことができた。12月、慶應義塾大学において博士論文報告を行い、審査を通過して博士論文の提出資格を得た。論文および雑誌記事に関しては、12月刊行の若手研究者による合同論文集『法の流通』(2009、慈学社)に、「井上毅の参事院構想-コンセイユ・デタの日本的変容」と題された論文を発表した。また、雑誌『日本歴史』(2010年1月号)に、「近代法制史に関するデータベース」と題された記事を執筆し、学生やアマチュアの研究者、一般の歴史愛好家をも対象に含め、専門分野のデータベースの紹介と解説を行った。
