项目摘要

本研究は、災害復興時に実施される「住宅移転」が、コミュニティに与える影響について調査し、再定住が抱える問題を回避させ、災害事前対策の一つとしても位置付けられる「移転」の手法を探るものである。今年度は、災害後の住宅移転支援政策の変遷と移転後の生活状況について、支援者となる国際機関やNGO等の政策と既に移転を実施したコミュニティでの事例研究を整理し、課題とされる要因、及び双方の認識の差について分析した。結果、国際機関等では、災害復興目的の住宅移転は危険性の高い地域から住民を安全な場所に移動させることができる政策と認識されており、地域開発の意味合いが大きい。一方で、移転したコミュニティの事例研究では、移転は回避するか、同じコミュニティでするべきと政策をめぐって意見が二分している。本年度は、インドのタミル・ナードゥ州における質問紙調査の結果を分析し、集団移転における事例研究で課題として挙げられてきた項目と住民の旧居住地への戻り傾向との相関関係を分析した。当該地域では総合的に移転の方法とインフラの整備が住民を旧居住地に戻してしまう要因であると言え、再定住のためには従来指摘されてきた課題だけではなく、誰とどのような形で移転するかといった移転方法も課題要因であることが分かった。また、スリランカにおいて2006年実施の調査と同様の調査を実施し、4年間での変化を考察した。テーマ性のある移転(エコビレッジ)は、移転方法の選択に限界のあるコミュニティにおいて人間関係を構築する役割を果たしたことが分かったが、一方でエコな村が誕生したかと言うと疑問が残り、今後、実行可能なテーマの分析と定住性の関係について更なる検証を進める。
