项目摘要

本年度は(1)地域共有資源の管理活動に関する実証分析,(2)生活の質と農業の多面的機能に関する分析などを行った。(1)については,新潟県農地・水・環境保全向上対策に関するアンケート調査の個票データを用いて分析した結果,住民の農村共有資源の共同管理への参加の決定要因と,住民参加がソーシャルキャピタル(SC)の蓄積に与える効果を明らかにした。また,新潟県を対象として共有資源の管理水準と資源ストックの関係性を明らかにし,資源管理のメカニズムについて計量分析手法を用いて明らかにした。続いて,近年,実施されている住民参加型の資源保全政策を評価するための分析枠組みについて考察を行い,社会・生態システムの分析枠組による接近の可能性について検討を行った。さらに,農村地域を対象として,農業の多面的機能,共有資源の共同管理,農法,制度・政策,ソーシャル・キャピタルの5つの要素の関係を理解するための概念的枠組みを提示した。そして,主観的データ利用し,それらの関係性を定量的に明らかにすることを試みた。具体的には,環境保全型農法の導入による多角的効果(経営改善,環境保全,地域間波及)の評価を行い,生活の質の向上に果たすソーシャル・キャピタルの果たす役割について検討した。(2)については,(1)の研究成果と関連する既往研究を踏まえて,生活の質(QOL)と農業の多面的機能に関する分析枠組みの検討とアンケート調査によるデータ収集(新潟市の地域住民)を行った。そして,住民の生活の質は,地域公共財,ソーシャル・キャピタル,経済水準,個人属性,将来予測,その他によって影響され,農業部門(農業・農地・農業水利施設)は,外部性,共有資源の管理活動,経済活動を通じて,それぞれ地域公共財の供給,ソーシャル・キャピタル,経済水準等に影響を与えると想定し,分析を進めた。
