When we look on the local currency as means for vitalization of the local economy and we intend to increase in demand for local products, it is essential that we encourage consumers to receive the local currency. The reason why consumers receive the local currency instead of the legal tender is because they can get the local currency without burden or at a lower cost. Accordingly it is needed to be devised that funds with which the local currency is issued and managed are borne by the people outside the area or government subsidies.

当我们将当地货币视为当地经济生命的手段，并且我们打算增加对当地产品的需求时，我们必须鼓励消费者收到当地货币。消费者获得当地货币而不是法定货币的原因是因为他们可以在没有负担或较低成本的情况下获得当地货币。因此，必须设计出，当地货币被签发和管理的资金由该地区或政府补贴以外的人承担。
