A study on the quality and expertise of the third-party evaluator regarding welfare service

In this study we suggested a structural model of expertise regarding welfare service evaluator and examined its validity and reliability. After conducting factor analysis we also considered the structure of expertise concerning the third .party evaluator by extracting appropriate factors. As a result we set up 4 elemental lower scale "technical skill", "basic attitude", "fundamental capability" and "actual performance" based on the extracted factors and thus the statistically significant estimated figure was obtained. Finally we examined the present state of professional activities of each evaluator and elucidated their characteristics.
