In the Philippine politics, Civil Society Organizations(SCOs) are said to be active promoters and responsive players of democracy. Most scholarship appreciates the positive commitment of the CSOs to democratization and its consolidation. In fact, many CSOs became eligible participants in the policy making and implementing processes. In contrast, however, the traditional politics are still so strong that CSOs are contained in the conventional political context. Furthermore, some SCOs contribute to maintenance of traditional political structure. This research examines this issue focusing on povertyrelated matters and policies.

在菲律宾政治中，民间社会组织（SCO）被认为是民主的积极推动者和积极参与者。大多数学者赞赏民间社会组织对民主化及其巩固的积极承诺。事实上，许多民间社会组织已成为政策制定和执行进程的合格参与者。然而，与此相反，传统政治仍然如此强大，公民社会组织被包含在传统的政治语境中。此外，一些SCO有助于维持传统的政治结构。这项研究审查了这一问题，重点是与贫困有关的事项和政策。
