本研究の研究目的は、「高齢者見守り事業」を事例にして、近隣自治組織と市民の動きに注目しながら、コミュニティ・ガバナンスの政策過程を構成する次の諸活動が、実際にどう運用され、どのような問題点や課題を抱えているのかを明らかにすることである。(1地域共同管理の政策過程=a市民自治活動(近隣自治組織の活動としての市民のコミュニティ参加、テーマ別の市民活動組織の活動としての市民のNPO参加)-市民自治活動と民民関係の現状と課題、b基礎自治体を含めた組織間関係・協働-民民関係・官民関係における協働の現状と課題、cコミュニティ・ガバナンスの充実に向けた地域共同管理の政策課題2基礎自治体運営の政策過程=a都市内分権の現状と課題、b基礎自治体政策運営の現状と課題、cコミュニティ・ガバナンスの充実に向けた基礎自治体運営の政策課題)平成22年度では、地域共同管理の政策過程に焦点を当て、予備的な基礎調査により、「高齢者見守り事業」の全体像について、日常の見守り活動、安否確認(第1ステージ)、通報・相談後の緊急対応・生活支援(第2ステージ)、要支援、困難ケースへの包括的・継続的自立支援(第3ステージ)によって構成されていることを明らかにした。また、新宿区の四谷高齢者総合相談センター及び新宿区社会福祉協議会の協力を得て、「高齢者見守り事業」における、高齢者相談内容・対応類型分類表を作成し、個々のケース記録に基づき、対応類型別の連携・協力・協働の相手方のパタンなどを調査した。このようなミクロ的な分析を行いつつ、包括支援センターなどの高齢者相談事業の流れを把握し、本事業のパートナーシップ全体像を明らかにするなど、「高齢者見守り事業」における協働の課題を析出するため、マクロ的な事例分析も実施し、政策提言に向けた課題の整理を試みた。
