The Soviet economy inherently had a difficulty to manage fiat money because it lacked the money market. Literature review showed that the problem was ignored until the late 1950s. After that time, the significance of the problem was recognized ; however, the policy measures to solve the problem could not be developed. The empirical study showed the performance of the money management was low during the entire Soviet period.

苏联经济本质上在管理法定货币方面存在困难，因为它缺乏货币市场。文献回顾表明这个问题直到 20 世纪 50 年代末才被忽视。在那之后，人们认识到了这个问题的重要性；但解决问题的政策措施却无法制定。实证研究表明，整个苏联时期资金管理的绩效都很低。
