This research project aims to build effective educational systems for beginning farmers focused on H.R. capability. In this research project, so many counseling surveys for farm family have been implemented. Through the activities, some counseling tools have been developed. To certify their effectiveness, the workshops on H.R. training for the beginning farmers in Tochigi have carried out in 2010 and 2011. Also, international research on H.R. program have been done in Italy and U.S.A.
