项目摘要

本研究は今日、多様性の受容を国是とするカナダが、独立後間もない20世紀前半までの時期において、独自の知的障害者処遇を模索した過程を解明することを目的とする。本年度は以下の研究作業を行い、成果を得た。1知的障害者施策に先駆的州であったオンタリオ州に焦点を当て、1930年代の州立知的障害者施設、及び公立学校特殊学級における知的障害者処遇の展開過程を解明した。当時同州では、精神衛生協会や優生学協会が、断種こそが精神欠陥者の発生防止と社会問題解決の手段であると強調する一方で、公衆衛生協会等では知的障害者の脅威論に批判的な発言も見られるなど、知的障害者をめぐり様々な主張が混在していた。州立施設長のB.T.マギーは、知的障害者の脅威論と断種には不支持の立場を示すとともに、知的障害者の施設収容の限界と社会的包括の必要性、更に入所者の施設外生活について訓練の有効性と経済的効率性を指摘し、(1)入所者の地域生活を意図した施設内教育、(2)仮退所制度の導入、(3)コロニーの設置を行った。他方、補助学級調査官のH.E.エイモスは、特殊学級と在籍児のスティグマの解消のため、学級名改称等の対策を講ずる。また、教員養成をはじめとする知的障害教育の体系化を目指していた。このように1930年代オンタリオ州では、関係専門家内でも知的障害者をめぐるパラダイムが未確立の時代にあって、彼らの処遇は従事者の舵取りのもと展開されていたことが明らかとなった。2平成22年11～12月にブリティッシュ・コロンビア大学、マギル大学、カナダ国立図書・公文書館等を訪問し、20世紀前半の知的障害者関係団体・人物の出版物・著書について、所蔵調査と資料収集を行った。先行研究では未検討であった、当時の団体・人物の思想を示す系統的資料や文献を発見・収集した。3関連研究分野の学会等研究集会において随時、研究成果を報告するとともに、関係研究者との討議を通して、本研究の分析方法や考察の妥当性について検討を重ねた。
