项目摘要

平成23年度に行った研究は以下の通りである。まず、22年度でまとめた論文を学会等で報告し、その場でいただいた見解をもとに論文を修正した後、2本の論文が学会誌等に掲載された。1本目は、1999年～2008年における、日本の831の水道事業者のパネルデータを用いて、水道事業の最適規模を推計している論文であり、大阪大学のDiscussion Papers in Economics and Businessに掲載された。2本目は、カンボジアのプノンペン市周辺でヒアリングおよびアンケート調査をして集めたデータを用いて、水道需要における所得弾力性や価格弾力性などを推計し、将来において水道サービスを拡大させるとき、利用者に対してどの程度厚生を高めることができるかを検討した論文であり、Economics Bulletinというジャーナルに査読を経て掲載された。水道事業運営に関しては、世界諸国において、民営水道事業や公営水道事業等の運営形態がある。今年度は、どのような水道事業の運営制度が望ましいかを検討するため、研究対象とする各国の水道運営制度の相違をサーベイし、運営の効率性と生産性を計測し、一つの論文にまとめた。本論文は、2002年から2008年までの日本、イギリス、オランダの上水道事業のデータを用いて、様々な手法で各国の水道事業の運営効率性と生産性を計測することによって、望ましい水事事業の制度を検討した。その結果、民営と公営の水道事業の運営制度が効率性・生産性に与える影響を比較すると、民営化されているイギリスの水道事業の運営は、公営事業で運営している日本やオランダ水道事業より、効率性・生産性が平均的に低いということが分かる。また、公営事業として運営している日本とオランダ水道事業を比較すると、インセンティブ規制を導入しているオランダの水道事業の方が、日本の水道事業より効率性・生産性が平均的に高いということが分かる。これらの結果をもとに、今後の日本の水道事業運営における望ましい形態の構築に貢献したい。
