本年度は、70年代後半～80年代前半と90年代後半～2000年代のイスラーム金融手法開発の経緯とそこで交わされた諸議論の動向についての検討を行い、イスラーム金融の理論や実践の多様性について考察を行った。とりわけ、70年代後半～80年代前半についての同様の調査・分析を行い、昨年度の成果と合わせて比較検討を行った。特に、本年度上半期は、サウジアラビア・ジェッダにあるイスラーム開発銀行附属イスラーム研究教育インスティチュートに客員研究員として3か月滞在し、中東地域におけるムラーバハ、イスラーム型証券の開発・普及に関する資料収集(アラビア語研究文献、法学者による議論の記録、研究セミナー資料、各金融機関の当時の資料・パンフレット)および聞き取り調査を行った。調査の結果、70年代後半～80年代前半については、イスラーム金融の実践が先行していた中東地域の域内において、ムラーバハやイスラーム型証券の望ましいあり方について多様な意見が見られ、それを反映して、国ごと、金融機関ごとに異なる実践形態が見られることが明らかになった。具体的には、イランやスーダンのイスラーム金融機関においては、ムラーバハやイスラーム型証券の導入に消極的であったのに対して、中東湾岸諸国(クウェート、バハレーン、カタル、アラブ首長国連邦)やヨルダンのイスラーム金融機関においては、これらの金融手法の導入にきわめて積極的であったという対照的な実態が明らかとなった。以上の分析結果からは、イスラーム金融の理論や実践の多様性とは、通説で論じられているような大地域(「中東」「東南アジア」など)的な多様性だけで把握できるのではなく、国ごとの事情や金融機関ごとの事情といった複雑な要因が絡み合って、より複雑でざっくばらんな多様性として展開されていることが解明された。

This year, the development of financial techniques from the late 1970s to the early 1980s and from the late 1990s to the 2000s has been discussed in various ways. In particular, in the first half of the year, data sets related to the development and popularization of securities in the Middle East region were collected from the development bank affiliated research and education group, guest researcher and researcher.(Research literature, legal scholars, discussion records, research data, current data of various financial institutions) and research. From the second half of the 1970s to the first half of the 1980s, the financial practice of the Middle East region was the first to be implemented in the Middle East region. The specific situation of financial institutions in the Middle East Gulf Coast countries is negative, and the situation of financial institutions in the Middle East is positive. The above analysis results show that the diversity of financial theory and practice is different from that of general theory. The diversity of large regions ("Middle East" and "Southeast Asia") is different from that of financial institutions.
