平成22年度は、以下の2つの研究に取り組んだ。(1)インドでは、積極的差別是正措置として留保議席制度が採択されている。留保議席制度とは、議席の一定割合を、被差別集団に割り当てる制度である。本研究の目的は、(1)留保議席制度が、有権者の投票行動にどのような影響を与えたのか、(2)被差別集団への優遇措置が多数派層の政治参加を減少させ、かえって差別を助長するといった問題はあるのか、といった二点を検証することにある。分析の際には、3万弱の個票データを用い、有権者の投票行動の違いを定量的に分析した。実証分析の結果、(1)特定カーストの投票率は一般議席区よりも留保議席区の方が高くなり、被差別集団の政治参加促進が確認できること、(2)特定グループ以外の人々の投票率は一般議席区でも留保議席区でも差がなく、多数派による政治上での差別の存在は確認されないこと、の二点が明らかになった。積極的差別是正措置としての留保議席制度が被差別層の政治参加を確保しつつ、差別を助長しない可能性を示したという意味で、本研究には研究としての価値のみならず実践上での意義も認められるだろう。(2)一票の格差が有権者の投票行動に与える影響については、があるものの、選挙区の都市化度合や産業構造といった様々な特徴を考慮した上での検証が難しいということもあって、精緻な計量分析がなされてこなかった。したがって、本研究では、30年間選挙区が固定され、一票の格差が90倍にも到達している現代のインドを分析の対象にすることによって、一票の格差が投票率にどのような影響を与えるのか正確に検証することを目的とする。これまでの分析の結果では、一票の重みと投票率には負の相関があるという、先行研究とは異なる結果が得られている。本研究は、インドの特殊な制度に着目することで、先行研究における問題点を克服し、精緻な分析を行なったという意味で研究上の独創性と優位性がある。

Heisei 22 years ago, the following 2 research groups were selected. (1)The positive difference is that the positive treatment and the retention of seats system are adopted.
