平成26年度は、①インドにおける議席割り当て制度が政治競争・投票行動に与える影響についての研究、②一票の格差の拡大と投票行動についての研究、の二つの研究を行った。①については、ウッタル・プラデーシュ州議会選挙に着目し、被差別グループしか立候補できない選挙区（留保区）と全ての人が立候補できる選挙区（一般区）における政治競争や投票行動の違いを分析した。その結果、政治競争については立候補者数・政治競争度は留保区の方が一般区よりも低いことが明らかになった。投票行動については、留保区で投票率が低く、上位カーストを支持基盤とする政党の得票率が有意に高くなることが明らかになった。ここから、議席割り当て制度は政治的競争を阻害する効果をもつこと、上位カーストを支持基盤とする政党に有利な選挙結果をもたらす効果があることが示唆された。②の研究については、インドにおける90倍にもおよぶ一票の価値（１÷選挙区当たりの有権者数）の格差が投票率に与える効果を検証した。人口が多くなるほど、一票が投票率に与える影響力は小さくなるので、一般には人口と投票率は負の関係にあることが予想される。しかしながら、実際に人口が投票率に与える効果を検証する際には、人口が多いところは都市部であり、都市部であることの効果と人口の大きさの効果を識別するのが難しいという内生性の問題がある。本研究はインドにおける州議会選挙と下院議会選挙の選挙区の区割りを利用し、この内生性の問題に対処した上で人口が投票率に与える効果を検証した。分析の結果、人口が多いほど投票率は低くなること、固定効果を考慮しないと、この負の効果は過大に推計されることが明らかになった。なお、本研究の成果はApplied Economicsに採択されている。
