先進工業国においては、多くのコモンズが、経済のグローバル化の影響を受けて、自然資源の管理・利用を放棄しつつある。他方で、コモンズへのグローバル化の負の影響を緩和してきた事例や、新たな形で自然資源の共同利用を維持、あるいは、創出しようとする取り組みが存在する。本研究では、複数事例の比較分析により、経済のグローバル化がコモンズに与える影響を研究した。国際的な比較研究にあたり、本研究では、閉鎖型コモンズと開放型コモンズという概念を導入した。閉鎖型コモンズとは、地縁を基にした集団が、厳格なメンバーシップとルールの下に、自然資源を高度かつ持続的に利用する制度のことを指し、日本の入会林野、漁場、ため池等のコモンズがこれに該当する。他方、開放型コモンズとは、厳格なメンバーシップやルールを持たず、自然資源のストックに影響を与えない形で、万人が利用する制度のことを指し、北欧の万人権がこれにあたる。閉鎖型コモンズは、自然資源を直接的に利用する仕組みであるため、安価な自然資源を海外から大量に輸入することを可能とする自由貿易の影響を受けやすいことが分かった。このような場合、資源の管理がもたらす便益に応じて、重層的な資源管理の仕組みが管理を持続させる一つの要因であることが分かった。他方、開放型コモンズは、レクリエーション等の自然資源の間接的利用が主となるため、自由貿易の影響を受けにくく、北欧の事例研究により、現在の先進工業国でも衰退することなく存続していることが分かった。
