项目摘要

This research has been discussing about the relationship between regions and specialty and environmental cooperation focused on "Waste management", "Air pollution management" and " Environmental education" through EU and East Asian countries. The research hypothesis is to be easy to transport the experience of environment cooperation between regions. And it has been cleared the environmental cooperation focused on stakeholder's relationship, which is necessary to solve the environmental problems, by clarifying the specialty and generality about the relationship between the regional specialty and environmental cooperation.Finally, it has been cleared about the necessity of role of the organization to promote the environmental cooperation and organization's integration to discuss about effective model of environmental cooperation which will help for constructing reduction of environmental damage and constructing sustainable city in East Asia. And concerning about construction on environmental agenda and decision and act condition, it has been cleared that it is important to discuss about acting and evaluate methodology which would be easy to participate for the countries like China, Mongol and Vietnam which is moving to marketing economy. Especially, it is difficult to help NGO or Citizen's organization in East Asia area because of the governmental ideology. But the other hand, there are several environmental NGO which promotes initiative progress has been grown. In this condition, in order to promote "Model of citizen's participation", it has been cleared that it would be effective to integrate "Top-Down approach" methodology which realize for advantage environmental friendly cities and "Step-up method" to promote environmental cooperation step by step like in Baltic sea area.

本研究以“废弃物管理”、“空气污染管理”、“环境教育”为中心，探讨欧盟与东亚国家的区域与专业关系，以及环境合作。研究假设是区域间环境合作的经验易于传递。通过对区域特殊性与环境合作关系的特殊性和一般性的阐述，明确了以利益相关者关系为核心的环境合作是解决环境问题的必要条件。明确了组织在促进环境合作和组织一体化中作用的必要性，探讨了环境合作的有效模式，合作，这将有助于建设减少环境破坏和建设可持续发展的城市在东亚地区。在环境议程和决策与行动条件的构建方面，明确了对中国、蒙古、越南等正在走向市场经济的国家而言，探讨易于参与的行动与评价方法的重要性。特别是在东亚地区，由于政府的意识形态，很难帮助非政府组织或公民组织。但另一方面，一些推动环保事业发展的非政府组织也在不断壮大.在这种情况下，为了推广“公民参与模式”，可以明确，将实现环境友好城市优势的“自上而下”方法与波罗的海地区逐步推进环境合作的“阶梯式方法”相结合将是有效的。
